How medboards and the QMP relate to each other is widely misunderstood.
The Army QMP process results in the unjust separation of many Senior NCOs.
Often, NCOs wonder how a medboard relates to a QMP action. No matter where an NCO is in the QMP process, even if he/she has a final out date after being selected, the medboard will always trump a QMP separation.
Put another way, any NCO in the medboard process cannot be separated through the Army QMP process. For a regulatory cite, see AR 635-200, paragraph 1-34a. Only separations under AR 635-200, chapters 7, 10, 14, and 15 can trump the medboard process. Since a QMP separation is conducted under the provisions of AR 635-20, chapter 16, the medboard takes precedence.
Again, it does not matter when an NCO facing QMP separation enters the medboard process. As soon as that occurs, the QMP separation should be stopped; however, HRC needs to be informed about the medboard and the NCO's enlistment needs to be extended.
